I have a power adapter (under counter led lights) that is rated at input 100v~240v 50/60Hz 0.35A and output is 5V 2A .... can I use this 757120223351 UPC in it's place since the input indicates it's 0.28A rated

You will want to match the power requirements and polarity exactly so I would say no it will not work
