Is this adapter compatible with Windows 11?
If it was purchased before around April 2023 then the chipset does not list a driver for windows 11, however our newer chipset works with windows 11

Can this support outbound power to the connected USB device to charge?
This only connects a USB source to a VGA/DB9 device. There is no charging that occurs on the DB9 end
