Do I need the admin key to program TruLink A/V controller

You do not need an admin key to program the Av controller. It can be programed by connect the AV controller to a computer via a USB A male to USB mini B male cable. You would also need to install the AV controller manager software available on C2G.com under drivers.

Does the IR window support IR passthrough to the Controller IR Output port for non-programmed in commands?

It does not pass through IR signals. That port is strictly to learn IR commands to the controller.

Do you need an adapter from RS232 to HDMI for example or does it come with said adapter?

This controller is used to control devices that have rs232. This can control any device that is compatible with HEX RS232 controllable devices.

TruLink A/V controller 12 volt has{ + [?] - } contact. I am trying to wire a screen from Da-Lite /white is power/ red is up/ black is down/ I have wired it a few different ways and cannot get it to work. any ideas?

When creating a new device. When you have serial connection do you use Hex (with brackets) or binary or ASCII?

You can not expand beyond the DB9 (RS232 ports). Yes you can program other devices into the controller manager.
