Is the cable length actually 12" as measured from the mounting plate to the motherboard connectors?

Yes. It would be 12in from the bracket to the end of the motherboard connectors.

These are strictly for AT motherboards. Unfortunately, we cannot advise how to modify this to make it a charger.
