This plug enables a video feed from a 3.5mm socket to an RCA plug.
Problem that it solved:
The COBY TFDVD7008 is an inexpensive portable DVD player that actually has great flexibility (e.g., can be set region-free; can output NTSC or PAL; 16:9 or 4:3; 110/240v). Unfortunately, the AV outputs to hook it to other devices (e.g. a TV) are via 3.5mm sockets :2-connection for stereo audio; single separate socket for video ---- unlike many other small AV devices (e.g. video cameras) that have a single 3-connection 3.5mm AV socket. So, a combination of the 03195 (for video) and a 40645 (a 3.5 mm stereo male plug to 2X RCA female socket for stereo audio) allows me to hook the COBY unit via a triple RCA cable to a TV.
Why bother? Well, for my "mature" relatives in England who only have a TV, I can use the COBY unit to show them my latest homemade DVD's!
